Was it obvious Section 1 was France?

Looking back on the series, yes it was.
But when i was watching it i always assumed Section 1 was in America because that was the obvious place

We don't know where the second main-base was. They blew up the one in France, but they didn't show any location for the second. In episode 5.4 Nikita chases a man running away from Section and we see her running on the outside. However there's nothing to reveal the location, only that the man jumps on a boat, so the main-base is near a see, but nothing more.
